Data indicates that the number of people experiencing homelessness rose by approximately 35,000 individuals, raising serious questions about the effectiveness of the state’s strategy. After years of spending, visible conditions in many cities remain unchanged or worse, with encampments expanding rather than disappearing.
Californians continue to see widespread tent cities, open drug use, and public safety concerns in urban and suburban areas alike. Multiple audits and oversight reports have found that state agencies often lack clear accounting for how homelessness funds were distributed and whether programs produced measurable results.
