Chapter 15 - Betrayal at City Hall

The next morning, the grand lobby of the Alexandria City Hall was packed with reporters, lobbyists, and anxious corporate staffers. Word had leaked that the emergency closed-door resolution regarding the Potomac Yard property was being challenged.

I stood at the back of the auditorium, Marcus beside me. Julian Cross sat in the front row, looking entirely unbothered, chatting calmly with Councilman Thomas Vance. Julian glanced back, caught my eye, and gave me a mocking, dismissive nod. He thought he had the votes. He thought my meeting with the Mayor had been nothing more than desperate desperation.

The gavel banged, and the city council session commenced. Councilman Vance stood up to read the motion to grant Vanguard Holdings the exclusive development rights to Potomac Yard without a public auction.

"The chair recognizes Mayor Robert Hayes," the clerk announced.

The Mayor stood, walking to the central podium. He didn't look at Julian. He looked directly at the cameras.

"Before we vote on this resolution," Mayor Hayes announced, his voice echoing through the chamber, "I am introducing an executive motion to indefinitely table the proposal. Furthermore, effective immediately, I am turning over a comprehensive file of internal corporate documents from Vanguard Holdings to the State Attorney General’s Office regarding criminal safety violations and environmental fraud."

The room erupted into absolute chaos. Reporters stood up, shouting questions. Councilman Vance’s face turned an ashen white as he stared at the Mayor in sheer disbelief.

I watched Julian Cross. For the first time since I had met him, his arrogant smile vanished. His eyes darted to me, filled with a sudden, vicious rage. He stood up, ignored the shouting reporters, and marched straight down the aisle toward me.

"You think you’ve won, Diane?" he hissed, his voice barely audible over the din of the room. "You think a political stunt changes anything? Vanguard has resources you can't comprehend. I will tie you up in litigation for the next decade. I will bankrupt Reed Urban Partners through legal fees alone before you ever lay a single brick on Potomac Yard."

"You can try, Julian," I said, my voice completely steady. "But you forgot one detail. The state attorney general doesn't just investigate corporations. They issue arrest warrants. And your signature is on the Great Falls document."

As if on cue, four plainclothes investigators from the state police entered the rear of the auditorium. They walked straight past the press corp, approached Julian Cross, and produced a set of steel handcuffs.

"Julian Cross," the lead investigator said loudly. "You are under arrest for corporate fraud, criminal negligence, and conspiracy to conceal environmental hazards. Please come with us."

The flashbulbs of dozens of cameras illuminated the room as Julian’s hands were secured behind his back. He didn't say another word, but the look he gave me as he was led away was pure, unadulterated venom.
