Chapter 8 - The Evidence Drop

The entire council chamber went dead silent. You could hear the hum of the overhead projector and the ticking of the wall clock over the doorway.

Mayor Vance banged his gavel twice, his face flushing red with anger. "Mr. Bennett, one more outburst and I will have the bailiff remove you from these chambers! You cannot—"

"I wouldn't do that, Mayor," a calm, authoritative voice spoke from the third row.

Colonel Robert Hayes stood up, sliding a dark leather folder out from under his arm. He buttoned his civilian suit jacket and stepped into the aisle beside me, his bearing and presence instantly commanding the attention of every single person in the room—including the two municipal police officers standing by the exit doors.

"My name is Colonel Robert Hayes," Rob announced, flashing a federal identification card and military credentials that made Mayor Vance’s jaw drop three inches. "Operating under the authority of the Federal Interagency Logistics and Procurement Oversight Commission. We have jurisdiction over municipal infrastructure projects receiving federal educational subsidies."

The color drained from Mayor Vance’s face. He looked frantically at Pendelton, who looked like he was about to faint right behind the podium.

"What... what is the meaning of this interruption?" Vance stammered, losing his authoritative swagger entirely.

"It means, Mr. Mayor, that your superintendent's speech about fiscal integrity is about as stable as a house built out of wet cardboard," I said, walking right up to the base of the dais and placing a thick manila envelope onto the edge of the wooden platform.

Inside that envelope were the downloaded wire transfers, the shell-company ledgers, the text message transcripts between Pendelton and Mrs. Sharp coordinating the harassment campaign against local parents who opposed the zoning laws, and the signed land transfer drafts selling off school property for pennies on the dollar.

"Included in that file," I continued, looking directly up at the terrified superintendent, "are the bank records detailing the three-hundred-thousand-dollar kickback deposited into your offshore account yesterday morning, Arthur. Along with the correspondence proving that Mrs. Sharp was your primary proxy for intimidating families whose children stood in the way of your real estate deals."

Pandemonium erupted in the chambers.

Shouts of outrage echoed off the wood-paneled walls. Parents stood up from their seats, yelling at the dais, shaking their fists. Reporters in the back row scrambled for their phones and cameras, flashing lights illuminating the panicked expressions of the council members.

Mayor Vance slammed his gavel down ten times in a frantic, useless rhythm. "Order! Order in the chambers! Bailiffs, clear the—"

The two local police officers didn't move. They looked at Colonel Hayes, then at the federal credentials still held in his hand, and smartly stepped back, crossing their arms. They knew a sinking ship when they saw one.

Rob stepped forward, pulling a secondary document from his folder. "Furthermore, pursuant to Section 14 of the Federal Code, all municipal proceedings regarding Ordinance 402 are hereby suspended indefinitely pending a full criminal corruption investigation by federal and state authorities."

He looked up at Pendelton, who was now gripping the podium with both hands, shaking so violently the microphone was rattling against its stand.

"Have a nice evening, Superintendent," Rob said quietly.
