Chapter 4 - The Audit Begins

At exactly 8:55 AM, three black SUVs pulled up to the curb outside the Westbridge police precinct. The sleet had stopped, leaving the town coated in a treacherous layer of black ice. From the vehicles emerged eight individuals in dark gray suits, carrying heavy aluminum briefcase containers and portable server-imaging equipment. Leading them was Marcus Vance.

Inside the station, the atmosphere was chaotic. Captain Ross was standing by the desk, shouting into a telephone, his face purple with rage. "What do you mean the escrow account is locked? It’s a certified deed! Check it again!"

He slammed the receiver down just as the front doors opened and the state audit team marched in. Evelyn was right behind them, her suit immaculate, her expression completely unreadable.

"What is the meaning of this?" Ross roared, stepping out from behind the counter. "This is an active police station! Get these people out of here!"

Marcus stepped forward, displaying a gold shield and a heavily stamped document signed by the Chief Justice of the State Supreme Court. "Captain Robert Ross, I am Marcus Vance, Deputy Special Counsel for the Attorney General. Under Section 12 of the State Executive Law, we are executing an immediate, unannounced administrative and criminal audit of the Westbridge Police Department's evidence storage, financial records, and digital server architecture."

"You can't do this without a county warrant!" Ross countered, his hand instinctively dropping toward his sidearm.

"Keep your hand away from your weapon, Captain," Marcus said with absolute authority. "The warrant is issued by the State Supreme Court, satisfying all constitutional requirements regarding municipal oversight. If you or any officer present attempts to interfere, you will be taken into custody immediately by the State Police units currently stationed two blocks away."

Two state troopers in high-visibility jackets stepped through the doorway, their presence instantly neutralizing any thought of resistance from the local officers.

Evelyn walked past Ross without acknowledging him, heading straight for the evidence room. The desk officer, Miller, was standing by the open door, looking terrified.

"Is the muddy blanket still under the desk, Officer Miller?" Evelyn asked.

"No, ma'am," Miller whispered, his eyes darting toward Ross. "The Captain had it moved to his private vehicle an hour ago."

Evelyn turned back to Ross, who was now being monitored closely by Marcus’s team as they began hooking up cables to the station's central server. "Thank you for making the tampering charge so transparent, Robert. Moving evidence from a state-notified investigation into a personal vehicle constitutes a class C felony."

"This is a political hit job!" Ross shouted as a technician began downloading the video logs from the central console. "Evelyn, you're doing this because of a family grudge! Your brother will tell the world your mother is crazy!"

"Let’s see what the cameras say," Evelyn replied.

The tech specialist at the console clicked his mouse. "Sir, I’ve located the file for the body-worn camera belonging to Officer Miller from last night. It looks like there was an attempt to overwrite the file at 4:30 AM from the administrator's terminal."

Ross’s breath hitched.

"But," the tech continued, a small, professional smile playing on his lips, "the Westbridge system uses a cloud-based backup with a twenty-four-hour write-protection delay. The original file is fully intact. I’m pulling it up now."

The large monitor above the front desk flickered. The video showed the interior of the station from the previous night. The audio was crystal clear. Evelyn’s mother was seen sitting on the bench, crying in pain, while Ross stood over her, pointing his finger.

"Listen to me, Eleanor," Ross’s recorded voice boomed through the station. "You’re going to sign the release form saying you fell, or I’ll make sure you spend your remaining years in the state asylum. Michael agrees with me. Don't make this difficult."

The room fell completely silent. The local officers looked away from their captain, unable to meet his eyes. The evidence was absolute, undeniable, and catastrophic for the Westbridge command structure.

Evelyn looked at Ross, whose face had gone from red to a deathly, hollow white. "The audit is just beginning, Captain. Secure the station, Marcus. Nobody leaves until every file is imaged."
