Chapter 9 - The Family Covenant

One month later.
The Cook County Family Courthouse was quiet and sunlit on a crisp Saturday morning.
Judge Harold Sterling sat behind his desk in his private judicial chambers, wearing a warm smile rather than his stern courtroom glare.
Sitting across from him were Colonel Arthur Steel, wearing a crisp civilian suit, and the twins, who were dressed in matching navy-blue holiday outfits. Mrs. Higgins, Major Hayes, and Marcus Vance stood nearby as official witnesses.
On the judge's desk lay the final, official decree of adoption.
"Colonel Steel," Judge Sterling said warmly, adjusting his glasses. "The background assessments are complete. Child Protective Services has issued a glowing recommendation. The trust fund has been secured under an independent judicial guardianship that will release full college funds to the children when they turn eighteen."
Judge Sterling picked up his golden fountain pen.
"Do you, Arthur Steel, take Lily and Owen to be your lawfully adopted children? Do you promise to love, protect, honor, and keep them as your own blood for the rest of your days?"
Steel looked down at the twins. Lily was holding his left hand, and Owen was holding his right.
"I do," Steel said, his voice deep, clear, and ringing with absolute truth. "With all my heart."
Judge Sterling turned to the twins. "And do you, Lily and Owen, accept Colonel Steel as your father?"
Lily looked up at Steel, her bright blue eyes shining with pure, unbroken joy.
"He’s already our Dad," Lily said softly, her raspy voice clear as a bell. "He stayed at his post."
Owen nodded fiercely. "And he lets us eat strawberries whenever we want!"
Everyone in the chambers laughed softly, tears of joy sparkling in Mrs. Higgins’ eyes.
Judge Sterling smiled broadly, signing his name with a flourish across the parchment document, then stamping it with the golden seal of the State of Illinois.
CRACK!
Judge Sterling tapped his ceremonial wooden gavel down gently. "By the authority vested in me by the State of Illinois, I now declare you to be an official, legally recognized family. Congratulations, Steel family!"

Major Hayes initiated a loud round of applause. Owen jumped up and down, while Lily threw her arms around Steel’s neck.
Steel lifted both children into his arms, holding them close against his heart. For thirty years, he had worn medals, ribbons, and silver stars awarded by presidents and generals. But as he looked down at the official adoption certificate bearing his name alongside Lily and Owen’s, he knew that this single sheet of paper was the greatest honor he would ever receive in his lifetime.
