Chapter 3 - The Audit Begins

On Thursday morning, a sleek black government sedan pulled up to the main security checkpoint of Riverside Federal Women’s Correctional Facility. The snow had stopped, leaving a blinding, crystalline landscape that reflected the harsh morning sun.

Dr. Evelyn Reed stepped out of the vehicle, carrying a heavy leather briefcase and an aura of absolute, unyielding authority. She wore a sharp charcoal suit beneath her long winter coat, her credentials hanging visibly from a lanyard around her neck.

Within ten minutes, she was escorted not to the infirmary, but directly to the executive suite of Warden Patricia Cardenas.

The Warden’s office was a masterclass in bureaucratic intimidation. The walls were lined with commendations, photographs with high-ranking government officials, and a massive mahogany desk that looked like a fortress in its own right. Patricia Cardenas sat behind it, her silver hair pulled back into a flawless, tight bun, her sharp gaze fixed on the paperwork Evelyn had just laid before her.

"Dr. Reed," Cardenas said, her voice smooth as polished stone, yet carrying a dangerous chill. "An unannounced public health audit under Protocol 409-B. You must forgive my surprise. Riverside has maintained a flawless compliance record for five consecutive years. Surely, the regional office has more pressing matters than checking the calibration of our dental equipment."

"This isn't about dental equipment, Warden Cardenas," Evelyn said, sitting down in the leather chair across from the desk without waiting for an invitation. "My office received an automated data alert indicating an unprecedented spike in high-risk obstetric conditions within your maximum-security tiers. Four cases within a six-week window, to be precise. In a facility that is legally designated as a zero-contact, single-sex environment, that is not an audit requirement—that is an institutional emergency."

Cardenas didn't flinch. Her expression remained completely static, a testament to decades of navigating the treacherous waters of federal corrections. She slowly closed the file, leaning forward, interlocking her manicured fingers.

"We are currently conducting an internal investigation, Dr. Reed," Cardenas said smoothly. "We suspect a batch of contaminated medical supplies or an administrative error in the inmate intake processing from the county jail system. Some of these women may have been pregnant prior to their arrival."

Evelyn let out a short, cold laugh. "Warden, I reviewed the intake records before I drove out here. Rebecca Torres has been inside this facility for four years without a single day of outside medical leave. Mariana Salgado has been here for eighteen months. Unless you are suggesting a medical miracle of biblical proportions, these pregnancies occurred inside your walls, under your watch, and under your cameras."

Cardenas’s eyes narrowed into twin slits of pure malice. "Riverside operates under strict security protocols. Every square inch of this facility is monitored twenty-four hours a day. My guards are professionals."

"Then you won't mind if I begin my interviews immediately," Evelyn said, standing up and retrieving her briefcase. "I will require unrestricted access to the infirmary, the complete medical logs for the four inmates in question, and a private room to conduct my examinations without security personnel present."

"That violates our safety protocols," Cardenas snapped, her composure cracking just a fraction. "An outside civilian cannot be left alone with maximum-security inmates. Captain Vance will accompany you at all times."

"Protocol 409-B grants me medical privacy privileges, Warden," Evelyn replied, her voice ringing with absolute certainty. "If Captain Vance steps into the room during a medical evaluation, I will immediately log a non-compliance report with the Department of Justice, which triggers an automatic suspension of your operational budget. Shall we proceed, or would you like to call the regional director to argue the point?"

Cardenas stared at Evelyn for a long, agonizing moment, the silence in the room heavy enough to crush a lesser person. Finally, the Warden reached for her desk intercom.

"Captain Vance," she said, her voice tight. "Escort Dr. Reed to the infirmary. Give her... whatever she needs to complete her review. And make sure she is kept completely secure."

As Evelyn walked out of the office, she caught the look on Cardenas’s face. It wasn't just anger. It was the look of a predator realization that the trap had been sprung, and they needed to find a way to kill the hunter before the hunter exposed the lair.
