Chapter 3 - THE BATTLE FOR JURISDICTION

The lobby of the Westbridge Police Station became an arena of high-stakes legal warfare.
State Trooper David Vance (no relation to the attorney) stood near the front counter, holding a yellow document stamped with an official crimson wax seal. Beside him stood two burly St. Catherine's hospital security guards carrying a transport gurney and a set of padded leather restraints.
"Detective Ruiz," Trooper Vance said respectfully, though his tone was unyielding. "I'm just doing my job. Judge Miller signed this order fifteen minutes ago. Under state law, a signed mental health warrant supersedes local municipal authority. I am required to transport Mrs. Bennett to St. Catherine's immediately."
"Judge Miller signed this warrant based on ex parte testimony provided exclusively by Caleb Bennett and his father's attorney," Prosecutor Marcus Vance interjected, stepping out from the squad room, holding his own folder. "I am Marcus Vance, Senior Assistant District Attorney. I am currently initiating an emergency criminal investigation into medical fraud, forgery, and conspiracy to commit unlawful restraint against the petitioning parties."
Caleb’s lawyer, Arthur Vance, stepped between them, pulling a tablet from his briefcase.
"Mr. Prosecutor, your investigation is entirely informal and unsanctioned!" Arthur argued loudly. "Unless you have an active indictment or an arrest warrant signed by a superior judge, this mental health warrant remains legally binding! If you obstruct Trooper Vance in the execution of his duty, I will personally file civil and criminal contempt charges against every officer in this building by morning!"
Elena felt her pulse pounding in her temples. The legal system was being weaponized right in front of her eyes, using the sheer speed of corporate connections to override the safety of a terrified woman.
She turned her head, looking through the heavy reinforced glass window of Interview Room Two.
Grace was standing near the wall, staring out at the chaotic lobby. Her hand was pressed hard against her lower abdomen, her face distorted in a sudden, sharp grimace of intense physical pain.
Elena’s heart dropped. "Ryan... look at her."
Ryan turned his head. Grace gasped, her knees buckling slightly as she grabbed the edge of the wooden interview table for support. A slow trickle of clear fluid began to stain the pale blue hem of her hospital gown, dripping onto the cold linoleum floor.
"Her water just broke," Elena whispered.
Caleb stepped forward instantly, a look of desperate urgency washing over his face. "You see?! She’s in fetal distress! She needs to be on that gurney right now! Get her to St. Catherine's!"
The two hospital security guards stepped toward the hallway, reaching for the door handle of Interview Room Two.
Elena pulled her service weapon halfway out of her holster, her voice ringing out through the station like a gunshot.
"STEP BACK FROM THAT DOOR!"
The entire lobby froze. Trooper Vance reached instinctively for his own belt, his eyes wide.
"Detective!" Trooper Vance warned. "Stand down!"
"That woman is in active labor!" Elena shouted, her eyes blazing with fierce determination. "St. Catherine's is currently under active criminal investigation for attempting an illegal forced induction on her! I will not allow a potential crime scene—or a victim of human trafficking—to be transported to the very facility accused of abusing her!"
"You can't take her to another hospital!" Margaret Bennett shrieked, dropping her calm facade completely. "Her records are at St. Catherine's! Her doctors are there!"
"Officer Mercer!" Elena commanded, completely ignoring Margaret. "Call Westbridge General Ambulance! Request an emergency transport team with an independent obstetrician on board! Tell them we have a high-risk delivery in progress under police protection!"
"You are violating a court order!" Attorney Arthur Vance yelled, his face turning bright red.
"Then arrest me, Counselor!" Elena barked, stepping directly in front of the interview room door, locking arms with Prosecutor Marcus Vance. "Because until an ambulance from Westbridge General arrives, nobody touches Grace Bennett without going through the District Attorney's office!"

Caleb glared at Elena, his jaw clenching so hard the muscles quivered under his skin. "You think you're saving her, Detective? You just guaranteed that child will be born in a precinct hallway like an animal."
"That child will be born free, Mr. Bennett," Elena said softly, her eyes unyielding. "And that's something you were never going to allow."
