Chapter 18 - Foundations of Hope

Six months later. Spring had arrived in Harbor City.

The ash and scorched metal of Pier 42 were gone. In its place stood the newly completed Claire Moretti Community Health & Logistics Center—a state-of-the-art facility featuring a full-service pediatric clinic, free pharmacy distribution center, and a public vocational training school for youth.

The grand opening ceremony drew thousands of citizens. There were no armed guards in tactical gear visible; instead, the perimeter was manned by smiling community volunteers and local neighborhood watch leaders.

On the decorated stage, Richard Cole stood beside Arthur Price. Arthur’s daughter, Evelyn, now safe and fully recovered, was working as a primary administrator for the health clinic.

"She rebuilt this city, Richard," Arthur said softly, watching Claire greet a group of mother and children near the front steps. "Your daughter did what fifty years of politicians couldn't do."

"She didn't do it alone," Richard smiled, watching Gabriel walk up behind Claire, holding two cups of warm coffee. "She found a man strong enough to stand beside her without feeling diminished by her light."

Claire took the coffee cup from Gabriel, taking a small sip as they looked out over the buzzing plaza filled with laughing children and families receiving medical care.

"Look at them, Gabriel," Claire said softly. "No fear. No shadows."

"Only because you lit the fire," Gabriel replied, resting his hand against the small of her back.

Suddenly, Marco approached them, wearing a sharp suit and a subtle smile.

"Boss, Mrs. Moretti," Marco said respectfully. "The city council just passed the final vote. Pier 1 through Pier 50 are officially designated as public trust land. The old syndicate trade routes are officially defunct."

Gabriel nodded approvingly. "Good work, Marco. And what about the security reports for the southern district?"

"Quiet as a sanctuary, Boss," Marco grinned. "Nobody dares cause trouble in Harbor City anymore. Not because they fear the Moretti name... but because they love what Mrs. Moretti built."

Claire laughed softly, nudging Gabriel with her elbow. "Hear that? They like me better than you."

"I like you better than me too," Gabriel admitted without a second of hesitation, drawing her close against his side.
