With the regular authorities compromised by Vance's reach, Richard, Henry, and Leo had to rely on absolute trust and tactical intelligence.
Henry pinpointed a derelict industrial warehouse near the old docks—a property recently acquired under a shell corporation linked to Vance's associate.
"We can't walk in blindly," Henry warned as they gathered in the command room. "Vance expects Richard to come alone and desperate. He wants a surrender."
