Chapter 14 - Shattered Sanctuary

The room fell into an icy silence. Luciana Moretti had taken the entire city hostage to force their hand.
"She's playing dirty," Tommy spat, slamming his fist against the steel table. "If those filtration plants go down, it causes a catastrophic crisis across two major cities."
"She knows we won't let innocent people die," Celia said, her eyes narrowing as she studied the background of Luciana's feed. "Look closely behind her, Vincent. That’s not just our foyer. Look at the reflections in the glass cabinetry."
Vincent leaned in. "She’s broadcasting from a mobile uplink unit parked right outside the gatehouse, transmitting through a satellite proxy."
"She wants the key delivered in person," Celia continued. "She wants me to bring it."
"Over my dead body," Vincent growled, his voice vibrating with absolute menace. "I will personally tear her network apart piece by piece."
"Vincent, listen to me," Celia took his hands, calming the fire in his eyes. "She expects you to react like a mob boss. She expects a violent ambush. That’s why she placed explosives in public places—to paralyze your military response. But she doesn't expect us to beat her at her own game."
"What’s the plan, Celia?" Tommy asked, eagerness mixing with anxiety.
"Luciana needs the key to access the fifty billion dollars in the Swiss-Italian syndicate fund," Celia explained. "That fund is governed by an international judicial freeze order that I drafted two years ago as special counsel to the Federal Task Force."
A brilliant, ruthless smile touched Celia’s lips—the look of a master strategist.
"The key alone doesn't release the funds. It triggers a twenty-minute verification window with the Federal Reserve in New York. If we upload a corrupted payload into that verification window, it won't just lock the money forever—it will trace every offshore account Luciana owns and freeze her entire financial network instantly."
"Which means," Vincent realized, catching on, "she becomes broke, exposed, and wanted by every government agency on earth simultaneously."
"Exactly," Celia said. "But to upload the payload, I have to physically plug the key into her master drive receiver at the rendezvous point."

"We do this together," Vincent said firmly. "Tommy stays here to secure Leo and Elena with the local authorities and federal backup. You and I go to the meeting."
