Chapter 2 - The Redacted Guest


Within an hour, the peaceful atmosphere of the Miller Refuge Center shifted into a silent, operational command post. Arthur didn't tell Evelyn or Lily the full truth—not yet. He couldn't bear to see the newfound light in Lily’s eyes extinguish under the shadow of his old life. Instead, he claimed an old military associate needed an urgent security audit on the center's digital infrastructure.
He locked himself in the basement server room, dialing a highly classified, deep-web routing number he swore he would never use again.
The line rang three times before a woman’s sharp, academic voice answered. “You’re late for retirement, Miller.”
“Sarah,” Arthur said, his voice flat and dangerous. Sarah was the chief archivist for the Oversight Committee, the only person in Washington who hated the agency’s black-budget projects more than he did. “I just received an Omega-7 emergency ping. From Vance’s encrypted frequency.”
A long, heavy silence stretched over the secure line. When Sarah spoke again, her voice had dropped an octave, stripped of its initial sarcasm. “That’s impossible. Vance’s remains were identified and cleared by forensic teams five years ago.”
“I know his voice, Sarah. I carried him three miles through a jungle with a shattered femur before that chopper went down. He’s alive, or someone has his exact vocal profile and encryption keys. He said the refuge center is being targeted. That they’re looking at my database.”
“Arthur, listen to me very carefully,” Sarah whispered, the faint clicking of a high-speed keyboard audible in the background. “The agency didn't shut down the human-tracking software you stole two years ago. They built a subsidiary called Vanguard Solutions. It’s a private military contractor operating out of Austin. They just won a massive state contract for ‘refugee management and security integration.’ They didn't buy your database, Arthur. They hired someone inside your walls to download it.”
Arthur’s heart slammed against his ribs. Inside the walls. The center only had a handful of staff members—all of them vetted, all of them rescued or hand-picked by himself, Evelyn, or Lily.
“Who?” Arthur demanded.

“I can't see the name, the file is heavily redacted under a Tier-1 executive lock,” Sarah said rapidly. “But Arthur, a transport vehicle registered to Vanguard Solutions just entered your county line ten minutes ago. They aren't coming to negotiate. If Vance is alive, they’re using him as bait to draw you out so Vanguard can secure the perimeter without a firefight.”
Arthur hung up. He didn't hesitate. He took his old service weapon—a modified semi-automatic pistol—from the biometric safe built into the concrete floor, checking the magazine with a practiced, fluid motion. As he stepped out of the server room, the overhead lights of the basement flickered once, twice, and then died completely, plunging the center into pitch darkness.
