Bea Ashby, now twenty-five, stood in her office at the Ashby Legal Trust, her dark hair pulled back, her eyes reflecting the glowing blue light of her computer screen. The rare, unflinching focus that had saved James's life when she was seven had only sharpened with age. She was a formidable human rights attorney, dedicating her life to protecting the housing cooperatives and social services her adoptive father had spent his twilight years building.

"They're bypassing the public hearings, Bea," her twin sister, Callie, said, walking into the office and laying down a roll of architectural blueprints. Callie, an architect of social-impact housing, looked exhausted. Her young son, Leo, was asleep in a portable crib in the corner of the office. "A holding company called Apex Horizon has quietly purchased three blocks adjacent to Kellerman Square. They are filing for a 'municipal utility easement' that would effectively cut off the water and power grid to our primary youth shelter."

Bea leaned back, her jaw tight. "They want us to abandon the site so they can claim it under blight laws. Who is behind Apex Horizon?"

"That’s the terrifying part," Callie whispered, leaning over the desk. "The lead corporate officer is listed under a blind trust. But the filing attorney is Marcus’s son, Julian."
