Chapter 23 - Cold Alliances

The Chicago office of The Vance Haven was located in a beautifully restored brick loft in the West Loop. Despite the warm, welcoming interior, the atmosphere was tense. The local staff was already facing a barrage of administrative audits and sudden building inspections ordered by Alderman Hayes.

Claire and David sat across from the local director, a sharp young attorney named Maya Lin.

"They are choking us with red tape," Maya explained, throwing her hands up. "Every time we file an emergency custody petition for a client, Hayes’s allies in the family court postpone the hearings. Our clients are terrified. They feel like the system is turning its back on them."

"It's classic siege tactics," David said, analyzing the court dockets. "They want to prove our model doesn't work in this jurisdiction."

"It’s more than that," Claire said, looking out the tall windows at the gray Chicago skyline. "Arthur Vance is pulling the strings. Maya, who is the primary judge overseeing these postponed hearings?"

"Judge Harrison Vance," Maya said, her eyes widening as she made the connection. "Arthur's cousin."

"A family dynasty masquerading as justice," Claire said, a cold anger settling over her. "They’ve built a fortress of corruption. If we want to save these women, we have to dismantle the foundation of that family."

"We need undeniable proof of judicial bias," David said, his legal mind already spinning a strategy. "And we need to find the link between Judge Vance’s private assets and Arthur’s offshore accounts."
